It forms part of a deliberate political and cultural strategy developed by the Union for the Mediterranean in partnership with the Anna Lindh Foundation. Announced during the UfM\u2019s 10th Regional Forum in Barcelona on the Day of the Mediterranean (28 November 2025), the initiative presents culture as a practical channel for cooperation at a time when formal politics across the region remain fragile.  <\/p>\n\n<p class=\"wp-block-paragraph\">The Capitals programme is explicitly conceived as a pairing: one city from the northern Mediterranean and one from the southern or eastern shore. Its purpose is not simply to bestow a symbolic distinction, but to create a year-long platform for cultural programming, youth engagement, heritage initiatives, and civic partnerships. At the western edge of the Mediterranean, it embodies a powerful narrative of cultural synthesis and textual transmission. <\/p>\n\n<p class=\"wp-block-paragraph\">Sidon brings a different, yet complementary, historical trajectory into focus. One of the oldest continuously inhabited cities in the world, it represents the Levantine maritime axis: a port shaped by trade, migration, and survival through repeated disruption. Where C\u00f3rdoba evokes libraries, schools, and courts, Sidon evokes harbours, contracts, diasporas, and circulation. Prominent already in the third millennium BCE, the city played a central role in the Phoenician maritime world, helping to shape the grammar of Mediterranean exchange: shipbuilding, navigation, artisanal production, and alphabetic writing. Sidon exported glass, purple dye, and technical knowledge; it imported metals, grain, and luxury goods. Its prosperity depended not on territorial domination, but on trust, brokerage, and the ability to deal with strangers.   <\/p>\n\n<p class=\"wp-block-paragraph\">This mercantile vocation produced an urban culture accustomed to pluralism. Phoenician, Persian, Hellenistic, Roman, Jewish, Christian, Muslim, Crusader, Mamluk, Ottoman, and modern Lebanese layers overlap rather than erase one another. The nearby Temple of Eshmun\u2014one of the most important Phoenician sanctuaries known\u2014captures this logic spatially: located outside the city near a river, it served both locals and travellers, embedding religious life within landscapes of movement.  <\/p>\n\n<p class=\"wp-block-paragraph\">Like other Mediterranean port cities \u2014Alexandria, Smyrna, Salonica\u2014 Sidon belongs to a family of places where identity is negotiated daily through commerce, language, and law. Coexistence here was rarely harmonious, but often pragmatic. For the UfM and the Anna Lindh Foundation, culture becomes a form of city diplomacy: a way to empower local institutions, youth networks, universities, museums, and civil-society actors to reconnect the Mediterranean through shared work.    <\/p>\n\n<p class=\"wp-block-paragraph\">Sidon\u2019s existing archaeological missions, heritage initiatives, and civic organizations provide a tangible infrastructure for such engagement. C\u00f3rdoba represents the textual and intellectual technologies of encounter: translation, scholarship, and institutional learning. Both are indispensable to any serious understanding of the Mediterranean as a shared space.   <\/p>\n\n<p class=\"wp-block-paragraph\">The 2027 designation thus recognizes something fundamental. The Mediterranean was built not only by empires and capitals, but by ports, minorities, traders, and translators\u2014by cities that learned how to live with movement. In that sense, Sidon is not peripheral to Mediterranean history, and C\u00f3rdoba is not merely a monument to the past.
